BEGINNING at a pin on Noble Street, corner to Noble and Boles; thence S 53-34' 103.74 feet to a pin; thence S 31-08' E 79.98 feet to a pin; thence N 64 41' E 104 feet to a pin on noble Street; thence N 31-15' W 100 feet along Noble Street to the Point and place of Beginning, and containing 0.21 acres.

And being the same property conveyed unto the party of the first part herein by deed of James R. McMillion, dated the 27th day of September, 2021, to be recorded in the Office of the Clerk of the County Commission of Fayette County, West Virginia, simultaneously with this instrument.
This instrument is made subject to all lawful restrictions, reservations, covenants and condition, made and contained in prior deeds in the chain of title to the above described real estate.

The warning will be given three (3) minutes prior to detonation and will consist of three
(3) short blasts of five (5) seconds duration with five (5) seconds between each blast. The all clear signal shall be one long blast from an air horn, siren, or other approved devices of twenty (20) seconds duration (list specific type of device).
Blasting shall be conducted in such a way so as to prevent adverse impacts to the public or the environment.
Blasting activities will not be conducted at times other than those announced in the blasting schedule except in the event of an emergency situation where rain, lightening, or other atmospheric conditions, or operator or public safety requires unscheduled detonations.

Notice is hereby given that Appalachian Power Company and Wheeling Power Company (the Companies), public utilities, have, on April 30, 2024, filed with the Public Service Commission of West Virginia a Petition to update their Vegetation Management Program (VMP) rates as required by previous Commission Orders. If approved, the increased rates will apply to electric service to approximately 462,328 customers in the counties of Boone, Brooke, Cabell, Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Logan, Marshall, Mason, McDowell, Mercer, Mingo, Monroe, Nicholas, Ohio, Putnam, Raleigh, Roane, Summers, Wayne, Wetzel, and Wyoming.

The Companies propose to increase VMP rates by approximately $1.2 million, an increase of 0.07% annually, effective for a period of two years. If approved, the average monthly bill for the various classes of customers will be changed as follows:


1 Excludes Special Contract customers who are billed standard tariff rates.

The increases shown are based on 1,000 Kwh monthly usage for residential customers and the monthly average usage of all customers in the other classes. Individual customers may receive an increase that is greater or less than average. Furthermore, the requested rates are only a proposal and are subject to change.

If the rate including the fixed monthly charge plus a kWh rate is approved, the residential monthly bill at various usage levels would be changed as follows:


The Public Service Commission will conduct a public comment hearing in this matter on September 30, 2024, beginning at 5:00 p.m. The public comment hearing will be held virtually, allowing for interested persons to make a comment telephonically, through the Microsoft Teams application from the internet, or in-person at the Commission headquarters. Interested persons intending to make a virtual public comment should register with the Commission by 4:00 p.m. on Thursday, September 26, 2024. Registration may be made by any of the following methods:
