PUBLIC NOTICE OF BLASTING OPERATIONS

Notice is hereby given that Nicholas Contura, LLC., P.O. Box 707, Summersville, West Virginia 26651, telephone no. (304) 872-5065 permit number S-3001-05 situated in Plateau / Clear Fork Districts of Fayette / Raleigh Counties approximately 2.1 miles northwest of Pax, will be conducting blasting activities in accordance with all State and Federal Laws and is approved by the Department of Environmental Protection.

Blasting activities will occur Monday through Saturday from "sunrise to sunset". No blasting shall be conducted on Sunday. Blasting is to commence on May 21, 2026 and continue through May 21, 2027.

Ten minutes prior to and immediately after each blast, all access to the specific area will be safeguarded from unauthorized entry. The warning signal prior to each blast shall be from an air horn, siren, or other device audible to at least one half mile from the blast. The warning will be given three (3) minutes prior to detonation and will consist of three (3) short blasts of five (5) seconds duration with five (5) seconds between each blast. The all clear signal shall be one long blast from an air horn, siren, or other approved devices of twenty (20) seconds duration.

Blasting shall be conducted in such a way as to prevent adverse impacts to the public or the environment.

Blasting activities will not be conducted at times other than those announced in the blasting schedule except in the event of an emergency situation where rain, lightening, or other atmospheric conditions, or operator or public safety requires unscheduled detonations.

NOTICE OF FILING AND HEARINGS

Notice is hereby given that Appalachian Power Company and Wheeling Power Company (the Companies), public utilities, have, on April 30, 2024, filed with the Public Service Commission of West Virginia a Petition to update their Vegetation Management Program (VMP) rates as required by previous Commission Orders. If approved, the increased rates will apply to electric service to approximately 462,328 customers in the counties of Boone, Brooke, Cabell, Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Logan, Marshall, Mason, McDowell, Mercer, Mingo, Monroe, Nicholas, Ohio, Putnam, Raleigh, Roane, Summers, Wayne, Wetzel, and Wyoming.

The Companies propose to increase VMP rates by approximately $1.2 million, an increase of 0.07% annually, effective for a period of two years. If approved, the average monthly bill for the various classes of customers will be changed as follows:


1 Excludes Special Contract customers who are billed standard tariff rates.

The increases shown are based on 1,000 Kwh monthly usage for residential customers and the monthly average usage of all customers in the other classes. Individual customers may receive an increase that is greater or less than average. Furthermore, the requested rates are only a proposal and are subject to change.

If the rate including the fixed monthly charge plus a kWh rate is approved, the residential monthly bill at various usage levels would be changed as follows:


The Public Service Commission will conduct a public comment hearing in this matter on September 30, 2024, beginning at 5:00 p.m. The public comment hearing will be held virtually, allowing for interested persons to make a comment telephonically, through the Microsoft Teams application from the internet, or in-person at the Commission headquarters. Interested persons intending to make a virtual public comment should register with the Commission by 4:00 p.m. on Thursday, September 26, 2024. Registration may be made by any of the following methods:

(1) Through the Microsoft Teams meeting link located on the Commission's website, http://www.psc.state.wv.us under the "PSC Hot Topics" section located at the top of the homepage;
(2) By calling 304-340-0836 (Karen Hall) or 304-340-0820 (Andrew Gallagher); or
(3) By emailing khall@psc.state.wv.us or agallagher@psc.state.wv.us.

The link for the Microsoft Teams meeting will also be in a future press release from the Commission. Interested persons wishing to comment in-person at the public comment hearing should attend and sign up to speak at 5:00 p.m. at the Public Service Commission, Howard M. Cunningham Hearing Room, 201 Brooks Street, Charleston, West Virginia.

As an alternative to speaking at the public comment hearing virtually or in person, individuals or entities interested in providing written comments regarding this case should submit their comments by mail or hand delivery to Executive Secretary, P. O. Box 812, Charleston, West Virginia 25323 or online at http://www.psc.state.wv.us by clicking on "Submit A Comment" in the left column and following the directions provided. All written comments should be marked with Case No. 24-0415-E-P.

The Commission will conduct an evidentiary hearing at 9:30 a.m. on October 1, 2024, in the Howard M. Interested persons should monitor the Commission's web docket and website because the public comment or evidentiary hearing may be cancelled for good cause.
