Application for Certificate of Public Convenience and
Necessity to Construct a Mechanical Draft Cooling Tower
at the Mitchell Power Plant

NOTICE OF FILING

On February 18, 2026, Appalachian Power Company and Wheeling Power Company (jointly, the Companies) filed a verified Application for Certificate of Public Convenience and Necessity to Construct a Mechanical Draft Cooling Tower at the Mitchell Power Plant pursuant to W. Va. Code Â§ 24-2-11. In order to address the structural needs of the Unit 2 Cooling Tower at the Mitchell Power Plant located near Moundsville, West Virginia, and to ensure the continued operation of that plant for the benefit of their customers, the Companies intend to construct a new mechanical draft cooling tower, replacing the existing Unit 2 Cooling Tower, and then partially demolish the existing Unit 2 Cooling Tower. The need for the proposed construction project, and a more detailed description of the project, are set forth in the Companies' Application and the witness testimony provided therewith.

The West Virginia jurisdictional share of the cost of the proposed construction project is currently estimated at approximately $95.5 million and is proposed to be recovered through the Companies' Construction Surcharge. If the project is approved as proposed, it would result in an annual increase in revenue of $15,029,710 (a 0.76% increase), and the impact on an average monthly bill by customer category will be as follows:

The increases shown are based on averages of all customers in the indicated class. Each class may receive an increase or decrease greater or less than stated here. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. Any increase in rates and charges will not become effective until authorized and approved by the Commission. If a hearing is scheduled, notice will be given of the time and place of the hearing.

Anyone desiring to protest or intervene should file a written protest or notice of intervention within thirty days of the date of this Notice, unless otherwise modified by Commission order. Failure to timely protest or intervene can affect your rights to protest any rate increases or to participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or intervention. Requests to intervene must comply with the Commission's rule on intervention set forth in the Commission's Rules of Practice and Procedure. All interventions may be mailed and be addressed to Executive Secretary, Public Service Commission of West Virginia, P. O. Box 812, 201 Brooks St., Charleston, West Virginia 25323, or hand-delivered. Protests may be filed online through the Commission website using the â€œSubmit a Commentâ€ link or may be mailed or hand-delivered to the Executive Secretary at the address above.

A complete copy of the Application, as well as a representative of the Companies to provide information requested concerning it, is available to all customers, prospective customers, or their agents at any of the offices of the Companies.

A copy of the Companies' filing is also available for public inspection at the office of the Executive Secretary of the Public Service Commission at 201 Brooks Street, Charleston, West Virginia.
