OF UNITED METHODIST CHURCH PROPERTY
(LOCKBRIDGE/GREEN VALLEY CHARGE OF THE SOUTHERN DISTRICT OF THE
WEST VIRGINIA ANNUAL CONFERENCE OF THE UNITED METHODIST CHURCH)

Notice is hereby given that Board of Trustees of the Lockbridge/Green Valley Charge of the Southern District of the West Virginia Annual Conference of the United Methodist Church will, on or after April 9, 2026, GRANT and CONVEY to Timothy M. Kincaid and Deanna J. Kincaid, all of their right, title and interest in and to the following described real estate situate in Meadow Bridge Corp. District, Fayette County, West Virginia, and bounded and described as follows, to-wit:

PARCEL ONE
0.406 ACRES
(17681.0 SQ. FT.)

A tract of land situate on the waters of Meadow Creek of New River and west of West Virginia County Route 31, also known as Meadow Bridge Road in Meadow Bridge Corp District, Fayette County, West Virginia and being more particularly described as follows

BEGINNING at a 3/4" x 30" rebar with a 2 1/2" aluminum cap (3/4" rebar hereafter) previously set on the eastern side of a 20' wide alley a corner to Jeffrey L arid Tatsina Vandall's 0.414 acres, previously surveyed, from which a 3/4" rebar set a corner to said 0.414 acres and Matthew E. and Holly M. Harrah's 0.46 acres, bears S 14° 08' 40" E at 57.50', and also from which a 5" x 7" stone found disturbed, a corner to Charles Nestor's 2.33 acres and Meadow Bridge United Methodist Church's 3.58 acres, bears S 70° 34' 30" W at 19.92', thence leaving said 0.414 acres and with said 20' wide alley for a line

N 14° 08' 50" W 99.57' to a 3/4" rebar set, a corner to Meadow Bridge Methodist Church's 0.822 acres, thence leaving said alley and with said 0.822 acres for a line

N 73° 11' 20" E 174.84' to a 3/4' rebar set previously set on the eastern side of a driveway, corner to Debra Jean Fitzwater's 0.232 acres, previously surveyed in February, 2023, thence leaving said Lot and said 0.822 acres, and with said 0.232 acres for a line

S 17° 16' 10" E 99.70' to a 3/4" rebar previously set on a line of said 0.414 acres thence leaving said 0.232 acres and with said 0.414 acres for a line

S 73° 15' 20" W 180.27' to the Point of Beginning, having an area of 0.406 acres (17,681.0 sq. ft.) as surveyed on the magnetic meridian by THB Land Management, LLC in August, 2025 and shown on a plat titled "Plat of Survey for Trustees of Lockbridge Methodist Church and Danese Methodist Church" attached here to and by reference, made a part hereof.

Being a portion of a tract of land described as Lots 33 and 34, conveyed to C. B. Gwinn, Charles Gwinn, H. E. Surbaugh, and O.K. Large, Trustees for the Parsonage property of The Green Sulphur Charge (Circuit) Lewisburg District of the Methodist Church from B. A. Rose and Evelyn Rose by a Deed dated August 14, 1946 and of record in the Office of the Clerk of Fayette County in Deed Book 120 at Page 246. The Lockbridge/Green Valley Charge is the successor to the Green Sulphur Charge (Circuit) Lewisburg District.

A proposed right-of-way for the purpose of ingress and egress from Church Street to the subject property set forth hereinabove and being upon an existing driveway, across two parcels: Meadow Bridge Methodist Church's 0.822 acres and Meadow Bridge Methodist Church South's lot, and being more particularly described as follows:

BEGINNING at a point on a line of Meadow Bridge Methodist Church's 0.406 acres surveyed concurrently with this survey and Meadow Bridge Methodist Church's 0.822 acres, from which a 3/4” rebar set, a corner to said 0.406 acres and said 0.822 acres, bears S 73° 11' 20" W at 159.84', thence through said 0.822 acres for a line

N 17° 16' 10" W 193.55' to a point, thence continuing with said 0.822 acres for part of a line and with Meadow Bridge Methodist Church South's lot for its remainder

N 70° 54' 30" E 23.78' to a point, thence continuing with said lot for a line

S 17° 16' 10" E 194.49' to a point, on a line of Debra Jean Fitzwater's 0.232 acres previously surveyed in February, 2023, thence leaving said Lot and with said 0.232 acres for part of a line and with said 0.822 acres for its remainder

S 73° 11' 20" W at 8.76' passing a 3/4" rebar set in all 23.76' to the Point of Beginning, having an area of 0.106 acres (4611 sq. ft.) as surveyed on the grid north meridian by THB Management, LLC. in August, 2025 and shown as Proposed Right-of-Way on the plat titled "Plat of Survey for Trustees of Lockbridge Methodist Church and Danese Methodist Church" attached hereto, and by reference, made a part hereof.

Being upon a tract of land described as 0.822 acres conveyed to Meadow Bridge Church from Quinten Garry and Nancy M. Bragg by a deed dated July 16, 2022, recorded in Deed Book 589 at page 310, and a lot conveyed to Meadow Bridge Methodist Church South from C. B. and Goldie L. Gwinn by a deed dated February 28, 1936, recorded in Deed Book 82 at Page 73. Both of which are recorded in the Office of the Clerk of the County Commission of Fayette County, West Virginia.

And being the same easement or right-of-way conveyed to the Lockbridge/Green Valley Charge from the Board of Trustees of the West Virginia Annual Conference of the United Methodist Church by Deed dated December 26, 2025.

PUBLIC NOTICE OF CHANGE IN RATES BY NON-LRR MUNI UTILITY

NOTICE is hereby given that Town of Pax public utlity, has adopted by ordinance on July 18th, 2024 a tariff containing increased rates, tolls and charges for furnishing water service to 315 customers at Pax Water Company in the County(ies) of Fayette, West Virginia.

The proposed increased rates and charges will become effective July 19th, 2024 unless otherwise ordered by the Public Service Commission and will produce approximately $13,200 annually in additional revenue, an increase of .03%. The average monthly bill for the various classes of customers will be changed as follows:

Resale customers of Beckley Water Company include Town of Pax.

The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. The Commission shall review and approve or modify the increased rates only upon the filing of a petition within thirty (30) days of the adoption of the ordinance changing said rates or charges by:

(1) Any customer aggrieved by the changed rates or charges who presents to the Commission a petition signed by not less than twenty-five percent of the customers served by such municipally operated public utility; or

(2) Any customer who is served by a municipally operated natural gas public utility and who resides outside the corporate limits and who is affected by the change in said rates or charges and who presents to the Commission a petition alleging discrimination between customers within and without the municipal boundaries. Said petition shall be accompanied by evidence of discrimination; or

(3) Any customer or group of customers of a municipally operated natural gas utility who are affected by said change in rates who reside within the municipal boundaries and who present a petition to the Commission alleging discrimination between said customer or group of customers and other customers of the municipal utility. Said petition shall be accompanied by evidence of discrimination.

All petitions should be addressed to the Executive Secretary, Public Service Commission of West Virginia, 201 Brooks Street, P.O. Box 812, Charleston, West Virginia 25323.

A complete copy of the proposed rates, as well as a representative of the utility to provide any information requested concerning it, is available to all customers, prospective customers, or their agents at any of the following
offices of the utility.

A copy of the proposed rates is available for public inspection at the office of the Execut Executive Secretary of the Public Service Commission at 201 Brooks Street, P.O. Box 812, Charleston, West Virginia 25323.
