situated in Valley District of Fayette County, approximately 1.3 miles Northeast Kincaid, will be conducting blasting activities in accordance with all State and Federal Laws and as approved by the Department of Environmental Protection. Blasting activities will occur Monday through Saturday from "sunrise to sunset" (or list other specific times). No blasting shall be conducted on Sunday. Blasting is to Commence on August 22, 2024 and continue through August 22, 2025.
Ten minutes prior to and immediately after each blast, all access to the specific area will be safeguarded from unauthorized entry. The warning signal prior to each blast shall be from an air horn, siren, or other device audible to at least on half mile from the blast (list specific type of device). The warning will be given three (3) minutes prior to detonation and will consist of three
(3) short blasts of five (5) seconds duration with five (5) seconds between each blast. The all clear signal shall be one long blast from an air horn, siren, or other approved devices of twenty (20) seconds duration (list specific type of device).
Blasting shall be conducted in such a way so as to prevent adverse impacts to the public or the environment.
Blasting activities will not be conducted at times other than those announced in the blasting schedule except in the event of an emergency situation where rain, lightening, or other atmospheric conditions, or operator or public safety requires unscheduled detonations.

PUBLIC NOTICE OF CHANGE IN RATES BY NON-LRR MUNI UTILITY

NOTICE is hereby given that Town of Pax public utlity, has adopted by ordinance on July 18th, 2024 a tariff containing increased rates, tolls and charges for furnishing water service to 315 customers at Pax Water Company in the County(ies) of Fayette, West Virginia.

The proposed increased rates and charges will become effective July 19th, 2024 unless otherwise ordered by the Public Service Commission and will produce approximately $13,200 annually in additional revenue, an increase of .03%. The average monthly bill for the various classes of customers will be changed as follows:

Residential $1.02 .03%
Commercial $1.02 .03%

Resale customers of Beckley Water Company include Town of Pax.

The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. The Commission shall review and approve or modify the increased rates only upon the filing of a petition within thirty (30) days of the adoption of the ordinance changing said rates or charges by:

(1) Any customer aggrieved by the changed rates or charges who presents to the Commission a petition signed by not less than twenty-five percent of the customers served by such municipally operated public utility; or

(2) Any customer who is served by a municipally operated natural gas public utility and who resides outside the corporate limits and who is affected by the change in said rates or charges and who presents to the Commission a petition alleging discrimination between customers within and without the municipal boundaries. Said petition shall be accompanied by evidence of discrimination; or

(3) Any customer or group of customers of a municipally operated natural gas utility who are affected by said change in rates who reside within the municipal boundaries and who present a petition to the Commission alleging discrimination between said customer or group of customers and other customers of the municipal utility. Said petition shall be accompanied by evidence of discrimination.

All petitions should be addressed to the Executive Secretary, Public Service Commission of West Virginia, 201 Brooks Street, P.O. Box 812, Charleston, West Virginia 25323.

A complete copy of the proposed rates, as well as a representative of the utility to provide any information requested concerning it, is available to all customers, prospective customers, or their agents at any of the following
offices of the utility.

A copy of the proposed rates is available for public inspection at the office of the Execut Executive Secretary of the Public Service Commission at 201 Brooks Street, P.O. Box 812, Charleston, West Virginia 25323.
